Get to the Plant
Go to the Plant directly south of the Slag Heap. Once you get there, Goga the Tatar will contact you and tell you that you are on Varan's turf.
Note: There is no need to sneak around the plant. The Stalkers here are initially friendly.
Get Information From Varan
Make your way to Varan, talk to him, and kill him and his men unless you have 20,000 Coupons to spare, which would make this encounter much faster.
You can choose to cut a deal with him and Kill either Roosevelt or Shah, but it would take much more time to get the information you want out of Varan.
Examine the Prisoner
After killing Varan and his men, head down the hole on the same floor where you killed Varan (or take the stairs nearby) and open the gray door. Finally, loot the corpse of The Last One and get the Unusual PDA to progress the mission.
Leave the Plant Area
Simply leave the Plant area to finish the mission and unlock the next main mission, Back to Slag Heap.
